We all want clean air. This is our home
Who we are:
We are citizens of this community. Some of us were born here and most of us have lived here for a long time. We work here have businesses here or are retired here. Some of us have served on the borough assembly. Many of us work with groups like the Interior Tax Payers Association which helps keep the revenue cap on borough spending and the MTBE campaign to remove the deadly chemical from our gas in 1992.
Why repeal the I/M program:
The I/M program is wasting your time and money. How much money? At least $3,000 dollars a day, 365 days a year. It is the most expensive I/M program in the country. Those who run the program get over seven weeks of paid time off- and you are paying the bill.
Research proves that our air is far cleaner today, not because of the wasteful I/M program, but because we are driving newer vehicles. Research has also proved that the science the EPA used to justify I/M programs was tremendously flawed. The benefits of I/M testing are far less than projected.
We must grow our economy, in part, by getting rid of wasteful and expensive mandates like the I/M program. When we grow our economy, wages will rise, and more folks will be driving newer vehicles that produce less air pollution.

Northern Kentucky State representatives have pre-filed a bill to end the vehicle emission tests by Nov. 1, 2004.

EPA’s own report [EPA420-F-99-051] states the lowering standards for sulfur in gasoline, ... will ensure the effectiveness of low emission-control technologies in vehicles and reduce harmful air pollution. December 1999
The science is clear: sulphur in gasoline is a significant contributor to air pollution. Its removal reduces emissions from vehicles and improves the ambient air quality.

The Rest of the Story
Why Repeal the I/M Program
The FNSB is roughly the size of New Jersey ( approximately 7,000 sq. miles) There are only three air quality sensors in the borough which are located downtown Fairbanks approximately twelve blocks from each other.
The National Academy of Science in their study and recommendations to the borough said that the sensors were particularly close together. (Makes you wonder if our air quality would have registered as "out of compliance" when IM testing first began.)
Fairbanks City Council Passed a Resolution on May 20, 1991 requesting the Fairbanks North Star Borough suspend the emissions testing program for two years and to monitor closely levels of pollutants emitted during that time period to determine if the annual emissions testing was necessary.
