The United States is not limited to declaring war only on nations. In 1802, Thomas Jefferson and the Congress of his day formally declared war on the terrorists of that time, the Barbary Pirates. In fact, that's where we get the line, "... to the shores of Tripoli" in the Marine Hymn.

Americans have been attacked in a cowardly act of war by terrorists, who have wrought the most carnage on American soil since the Civil War.

While America can strike back militarily without a formal declaration of war, there are important legal restraints on the extent of our ability to act without an action by Congress declaring the United States to be at war.

Thousands of innocent civilians have been slaughtered. If the United States does not strike back forcefully, terrorists all over the world will declare "Open Season" on Americans here and abroad.

We can't let this happen.

Now you can urge the U.S. Congress to adopt a formal declaration of war against the terrorist group(s) responsible, and to make no distinction between the terrorists who committed these acts and those who harbor them.
